Ban the Docking of Dogs' Ears and Tails

This petition is to the Congress of the United States of America.  We the undersigned are petitioning to ban docking the ears and tails of dogs.  Animal welfare groups such as the Anti-Docking Alliance are purely against it.  It is wrong, cruel, and basically mutialtion purely for looks.  Please pass a bill banning it, and make the penalty a maximum of 20 years imprisonment and a fine of $250,000.  Thank you.
